The black part on the top that is hinged at the back comes to a point to form a "y" at the other end. The single black lever in the middle is folded over the end of the y to hold it closed.

As to packing the rig with dry ice ...I seem to recall that the concern was that a yellow flag might come out soon after refueling, not burning off the fuel quickly enough, fuel expanding from the heat and bursting the fuel cell !
