Does a short block include . . .

Just about ready to purchase a BBC short block and there is no balancer on the unit.. Correct or not to have this item on a short  block..
Can also be bought as a LONG  type purchase.  Does this include fully dressed heads e.g. rocker arms  and springs and guideplates ??
Guy is letting me pay in 3 installments and then I'll pick up the beast.. Seems decent enough, but I'd like your opine(s) on the strict definition of long vs short block..

Normally neither will come with a balancer. Performance engines might if they were balanced that way

Long blocks "normally" come with fully dressed heads but they varie according to builder. Some times you will put rockers on and push rods in. Most of the time the balancer does not come with it as stated in previous post. But basically you put on fuel and electrical system and drop it in. Water pumps is another varieable according to who you are dealing with.
