1969 Original details... brushed clear over Vin stamp?

Here is the photo of the black survivor 69 Z's cowl top Vin stamp... the clear brushed over I have been told is not original, however the clear has small chips of orange paint over white paint so I am going to have to go out on a limb and say this was applied just after the VIN was stamped on the Chevrolet side and maybe N633598 was a pace car...

OPINIONS?

My cars upper stamped VIN looks like the clear was poured on it, really thick and no brush marks.

Sweet just what I was looking for... confirmation of additional cars with the same observations... anyone else? 
What is the build date on your car?
Doubt it was poured, probably just a brush out of a can... thus extremely heavy and would flow out appearing to be poured. .

One theory is that it is rubber cement, same stuff used to glue the foam blocks to the bottom of the cowl vent grille.
Learning more and more about less and less...

My 69 Pace Car has the clear liquid on the cowl hidden VIN as well as my friend's 68 coupe. Seems everyone I've ever seen has this. I'm pretty sure it was done as a corrosion/rust preventative.
