The 1 is the most common digit used, so it wore out the quickest. Instead of buying a whole new set of stamps they just used the I in its place.

Chevrolet Engineering directed that the "I" character be used instead of the "1" character for the engine machine code stamp on the front pad beginning in 1957.

A straight line 'I' ok, but I"ve seen a Roman numeral 1(a straight line with a cross bar at the top and bottom) and didn't know if it had a specific meaning.

The Roman Numeral "I" character (bar top and bottom) is what Engineering specified to be used instead of the "1" character.
