Dumb Question about a Cowl Trim Tag For Sale

Why would anyone pay $1200 for this trim tag? Even if you had a car with no tag and put this on, wouldn't that be fraud? I realize the VIN is not on this tag but it seems like a bad thing to do. Any thoughts?

I was wondering how it could be from a Z28 and be from a 396 and a 427. These guys are pipe dreamers. I've met my share of them in my travels and they are all cut from the same cloth.  Same guy is standing in front of you at the 7-11 buying lotto tickets every morning.

They list all those SS RS 396 427 Muncie in the ad so it will pull up in more searches. At least the body # is not blocked out so it will be on record. That tag will probably be back on ebay on a "REAL 69Z" in the future.  If it is for sale on a car in the future hopefully somebody will catch it and steer the new prospective  owner to this thread.

It is a lousy photo and could easily be a repro tag.
Learning more and more about less and less...

I sent this guy a question that read "So, is it legal to buy this tag, rivet it on a 69 Camaro, and build it to the specs/options on the tag? Since there is no VIN it could go on any 69 Camaro right? "

He said "I'm jus selling the tag... it's a trimtag not vin! It's up to you want you do with it. "

Sucks that someone will probably do exactly what I described. Unscrupulous people, that is.
