Hidden haedlight issues

Hi everyone, i installed new actuators but the hideaway doors don't move enough yet. the mechanics also was out for refresh. what do you thin is here the problem?

These systems are pretty straightforward,  so if the engine is running there should be enough vacuum to move them
 I know this might seem trivial, but awre the hoses hooked up correctly?

Hi, yes the system is completely new and runs correctly.
But the end stop is not correct. I have now read here on this site that the repro vacuum canisters are not 100% accurate, the push rod is said to be 3/8" too long. So some people have moved the holder of the canister a little
