One Idea:

Try Isolating the VR & Alternator one at a time & recheck just for an easter egg troubleshooting method.

If you don't already have a wiring diagram, I highly recommend you order one.  This will allow you to see exactly where all the wires belong.  I had a problem with my 1967 Corvette and found that some of the contacts behind the under dash fuse panel had rusted, causing excessive resistance.  The radio, dash lights, and tail lights all stopped working.  When I cleaned them off, everything worked again.

not giving up yet...seems really odd two out of the 4 gauges work.

Nothing is easy.

It sounds like it could be on the headlight side of things, either power in or the ground.
