I disagree, it will open up a lot more fake cars. You guys sit and talk about fake rivets now, it will get worse, IMO.

You completely miss the point of the law.

Virtually every 1969 Camaro with a repro dash top added during restoration has a VIN tag attached with common pop rivets. Some states will refuse to title it; the shop that did the work could be prosecuted. Now if it can be established that it was done during restoration, it won't be in violation.

I'm on the fence about this. I know it will help some, but it seems some could be hurt as well. Given that criminals are far more devious and plentiful, probably more of the latter. I hope I'm wrong though.

I understand the intent. It's the actual misuse that I see. As I said just my opinion.

I'm missing how it can be misused. The law is just the like the federal law - it doesn't say that you can move the VIN....

Every rusty dash in the north that was replaced made that car 'illegal' and possibly seized. Good to have the legislative process fix the issue.

My worthless two cents...
I don't have problem with re-moving the VIN to do repairs on a car. However, it must be put back on that SAME vehicle. Not 'swapped' on another body aka a 're-body'. That IS a felony. I also agree, it may possibly be an open door for fraud as some have mentioned. Classic cars, Muscle Cars, and Pony cars are as the article said, now worth big bucks. That is where the invitation for criminal fraud plays out.

Remember, federal law overshadows state law.

Criminals and people who purposely commit fraud do not care about any law.

Some people freak out too much about restored cars with transferred VINs when a part replacement is required. I guess they should scrap that well know hemi Cuda ragtop. I've been in this biz for decades and if you buy a replacement cab for a truck the VIN gets swapped over. You can unbolt the dash with the VIN on many cars and trucks to repair a rotted out POS.
