Converting ‘68 front bumper to ‘67

Years ago I purchased a set of nice clean core bumpers for my ‘67. Recently I noticed upon closer inspection , the front is actually a ‘68. I was planning to have them rechromed, can I just weld up the 2 extra license bracket holes and drill the outer lower holes and “make” a ‘67 bumper out of a ‘68? The chrome guys  would finish out the welds.

While they are similar, due to mounting hole differences, a 1967 Camaro front bumper can be mounted on a 1968 model only if the '68 center mounting pad is not installed. Likewise, a 1968 Camaro front bumper can be mounted on a 1967 model only if the '67 lower end brackets are left unattached.

Yes I read that link but it doesnt really answer the crux of my question: Can the 67 outer brackets be used on the '68 bumper if I drill the lower holes in the bumper? In other words are the top outer '68 holes in same place as '67?
