Exactly how it works?  I don't know Gary. But I do know that when I checked out the price was reduced by 15%.  I would guess that eBay pays the difference to the seller.

Is there something that shows the item is eligible? I am watching a few used items and added one to a cart as a test but didn't see anything that mentioned it was eligible and it still showed the current price.
