How can a car with a warranty book and POP showing it was sold in Phoenix AZ have a NCRS report that it was shipped to a dealer in Utah?

Seems unlikely to me. Some COPO's may have been dealer traded if they sat around a while, but this was shipped and sold in less than a month(12/5/68-1/3/69).
Every documented COPO I have seen has been much later in production and a Norwood car.
When the NCRS reports became available, I figured there would be some fake POP's discovered when the made up data did not match the shipping report. This may very well be one of those cases.
On the bright side, it's a nice looking car with interesting ownership history for not real COPO money.
At least it does not have a certificate of authenticity with it!
