My Second question on this 69 X55 car we are decoding (see first thread for the details

The VIN is 124379N655195, which matches the partial stamped in the rough cast area by the oil filter. See attached photo.
However, the partial VIN on the date correct M20 is 191651595 . See attached photo.
I've seen some discussion on swapped digits, or a 6 instead of a 9, but the fact that there are two mistakes causes concern.
First, the 1 instead of the N. As far as I understand the same gang holder was used to stamp the engine and trans at the same time. Any possible explanation for this discrepancy?
Second, the "651595" instead of "655195," could that be a swap between the 1 and the 5?
