Is there currently a correct complete chart for decoding build sheets? If so could someone please post where. Thanks in advance.

There was a large amount of decoding info available via the link that Ed posted HERE, but it appears the hosting site has ceased operation since late 2014. I know I saved copies of the documents that were hosted there, just have to find them; will send them to you when I do.
Note Kurt's comment in that thread, that there are some errors in the decoding and some of the codes are missing. It's a good start though.

1/2 to 3/4 of them have been known for years and most of these are in Jerry's book... however to my knowledge a complete one has never been available. 

If someone had a late 1969 Firebird build sheet from Norwood and a PHS to go with it then more may be able to be decoded as long as they were similar in form.

If you want to post one, we can probably figure out a good portion of it for you.

I have some info on broadcast sheets. But seeing that they are being faked, I have no plans to ever publish it.
The USCC decode is pretty close, but IIRC it's only for 69.
