The car that Tiny was driving in '69 was a reskinned earlier Bud Moore Cougar, from what I have heard.

There was a USAC pony class also.  Jerry Lagod ran USAC's Yankee 250 at IRP in 1970.  The pony race was not run by itself.  All cars ran together.  

The pony cars had to run steel wheels.
