'69 Z28 Project Car Value

Hey all this is my first post so hello! Been working on an owner of a '69 for about 15 years now and he's finally ready to sell. Now we're working on an offer. First I have to say that I would love if it's a real numbers matching Z but even if it wasn't I'm still interested in it. Went to check out some of the numbers today and just at first glance here are the three observations:
1. Engine code is was machined off when the block was decked.
2. Cowl ID looks good... X33
3. Block casting number looked good... 3932386

Car ran but about 8 years ago but hasn't been started since. It obviously is a project car but it's actually it's in pretty good condition considering being stored outside for the last few years. No major rust. The owner actually started work on it and had most items for restore and already has seats upholstered.

Currently has about $8k in parts. Owner has major money so we're thinking he only wants what he has in it. So my question is what should I expect to pay considering we're not 100% all numbers match? We offered $8k and he said he's thinking he wants a little more but is going to get back to us. Again all numbers matching would be awesome but not a deal breaker for me.

What would be the max you'd be willing to go knowing what I've verified so far?

It's much rougher than you think and the decked engine is a problem. No block casting was unique to the Z/28 and a blank pad will be a deal breaker for many people. It probably had a trunk mat so check out the trunk floor, rear frame rails, roof areas around the glass. If it passes muster and the trans/shifter, axle, carb, alternator, distributor, wheels are OE it is worth probably a bit more than your current offer. If the parts in the deal are current available repro, nice but nothing special. If NOS, could be a gem or two in the pile so find out. Any paperwork with it?

Well I signed in to my google account and I was able to see the 1 photo in the drive way, after hitting "albums".  Based on the pic I saw, if it has a good title I don't think you will get hurt paying 8k for it with the idea it is a pretty clean body, and you are getting some parts with it. So I guess the question is will you be happy wether its a non matching numbers Z or maybe it was never a Z at all? For 8k + parts you are ok even just for plain jane camaro. If it turns out to be an original Z body than thats a bonus. If it is a may or later car it may have a vin stamp by the oil filter, doesn't necessarily mean it is a Z but it may point you in the direction of being the original block to the car, which even if it's not a Z adds value IMO. Once you are able to fix the link Kurt and others will be able to give you some better insight.

He says its a 386 block. I thought they were the early July68 through Jan69. So IF its the original decked block the VIN would have more than likely been on the pad. It also would have been nice to see a picture of the trim tag and had most of the VIN because he says it is an X33 which means it should have an approx. Dec 1st or later build date.
