Goofy paperwork. The '68 model year production had already ended on 7/27/68, and order acceptance was cut off in May. Dealers didn't know the VIN of an ordered car until a couple of days after it was shipped, when they got the MSO and Copy 7 of the order in the mail. That yellow thing isn't a GM order form - it's a dealer-provided acknowledgement form (note the "Reynolds & Reynolds" on the bottom), which appears to have been "created" VERY recently (and poorly).

Anyone else think the vin on the pad seems a little off or is it just me?

Was 68 different than 69 where the cost of an upgraded engine was over and above the cost of the SS equipment?

Looks like some good and some bad in it and that makes it hard to tell for certain without better pics. But I agree, it looks suspicious.

Thanks so much for all of the input.  The seller has not come forth with pictures of any of the secondary VINs, and given all of the things discussed here, I have decided to pass.  So I'm still waiting for the right one to come along.  Maybe third time's the charm.

I think the POP is OK.
Engine pad looks OK.
Order form is funky. It does look like it may be for a dealer transfer, but it's strange, esp with the other VIN on it.

CRG lists the SS options and prices as such, probably based on 'initial pricing at beginning ofyear?"..   the purchase order was at the end of the year, and typically is a bit more:

SS/350-4bbl   -L48      $200
SS/396-325hp -L34     $250
SS/396-350hp -L35     $350
SS/396-375hp -L78     $470
SS/396-375hp -L78/L89     $868.95
Any price changes during the year are indicated on the RPO sheet. http://www.camaros.org/options.shtml#RPOSpreadsheet
You need to add in the D&H $ to get the total cost.
