69 Rear Bumper Guards

I was trying to install the rear bumper guards on my car and could not get the lower bolts to start. Was going run a tap through them using a 3/8 . Could not even get it to start. I looked at the holes closer and they look to me like there 5/16. 3/8 bolts came with the repop kit.

Can someone tell me what size they are?

The correct bolt size for tail panel is 5\16 NC, the 3/8 bolts are for attaching upper mounting bracket to the bumper guard.

Thanks COPO. In the kit they gave me 4    3/8 bolts. I already have the uppers attached with 2   3/8 bolts that came with it. I thought it was to big for the lower valance.
