1969 radiator tag and clips

Does anyone know if the id tag and fan shroud clips were installed before the radiator was painted?In the past I put the clips on after paint and painted the tag with the radiator.Black phosphate the shroud clips and outlined the code on the tag with white paint.Any thoughts on this?thanks John

I'm pretty sure I've seen a radiator or two with the tags (inadvertantly) soldered on. Which makes sense since the tag is the instruction sheet for building the radiator.
