1968 Z28 - did all have power steering?

I am looking to purchase a 1968 Z28 and the car has no power steering. I thought the Z's had quick ratio power steering to help with handling. Is this a red flag that this is not a real Z28?

Power steering was an extra cost option, on Z28's and every other car. It was not required on any 67 thru 69 Camaro.

The quick ratio manual steering was acomplished by using different length pitman arm and steering knuckles.

The quick ratio manual steering was actually done with a different sector gear in the steering box, in addition to the longer pitman arm and shorter steering knuckles.
