In the 67-69 model years who formulated the paint for GM? Any information would be appreciated

Nope - all GM plants used DuPont paint and chemicals (cleaners, phosphate, primers, sealers, and topcoats); the DuPont family was one of the largest individual GM stockholders, and had a "lock" on all of GM's paint business in those days.
