Caveat Emptor...another repro body tag?

In addition of the VIN tag being off the car.
The seller mentions the original trim tag was damaged during restoration back in the 90's, so they replaced it with a reproduction tag using the same exact information. Unfortunately they didn't keep the original tag.

When the dash top is replaced can that get into the hidden vin on the top of the cowl being gone??

I have never seen heavy rust in the area of the con VIN, but can easily get into the wiper arm mounts.
