Heater/AC factory wire question.

I see in the AIM C60/E7 there is a diagram and instructions to remove some wires. They appear to be heater wires.

Were these wires supposed to be removed at the factory if the car was an AC car?

My 67 is factory AC and appears to still have those wires.

I forgot to add that neither of the pigtails were plugged into anything.
