69z pulley finish

When did the upper and lower pulleys get painted semi gloss black. Seen cars up to Nov 68 with dark gray phosphate pulleys.The later cars I believe are black . When was the change over? thanks

Also, not unusual for an engineering drawing to specify more than one approved coating.

Poor pic, shot it last second before stripping it. Looks sort of greenish there, but in person, more just faded black paint. I was going to phosphate until I took a better look at it. None of my other phosphated parts had chips or scratches.

Scuffing,no need to strip. The overspray on the paper was black epoxy primer. Shows how off the color appears.
