It was the quarters as JohnZ stated. But I don't know the Corvette went long.

There is one anomaly. There was a potential that the 69 Camaro was going to be extended into the 1970 model year. There were some documentation about this distributed and some promo pictures were produced. But they decided to just extend the model year.
The Venezuelan plant did not know about the change in plans and some late 69's are actually VIN'd as 1970 models. I've seen only one car like this!

According to the "1969 Stingray Guidebook" by Rick Bizzoco, 1969 Corvette production was extended because the April, 1969 strike, which lasted 8 weeks (with a slowdown the week prior) put Corvette production behind by 10 weeks, so they had back orders and new orders to fill. They also had the normal one-week shutdown in early August for retooling and plant modifications, which put 1969 production even farther behind, so management (specifically John DeLorean) decided to extend 1969 production to the end of the year. The last 1969 Corvette rolled off the assembly line on Friday, December 19th, 1969 and the plant closed for the Christmas/New Years holiday. When they reopened on Monday, January 5th, 1970 they began production of the 1970 Corvette.

I agree to a certain point. The 1969 had the same 350/300 and 350/350 engines as the 1970 (although the LT1 debuted in 1970), but the 1969 big block was a 427 as opposed to the 1970 454. I would assume 1970 price increases would make a difference too. There are also a few options you could get in 1969 that you couldn't in 1970 (i.e. the side exhaust), and paint colors (black was no longer available in 1970), and not to mention the minor exterior and interior changes, so maybe instead of having to contact all those people waiting for their 69 to see if they would be willing to go with a 70 they decided it wasn't worth the trouble?

PS. The way people drive down there, they may not have made it to the 1970 calendar year!..    My first morning in Caracas, being driven to work, my driver hit another car in heavy 6-lane traffic, they didn't stop or get out.. just waved to one another!  I couldn't believe it!   I think all the cars there had dents/dings/scrapes...

Hey Lynn, that sticker started in September 1 of 69, not august. You can see 08E cars that had the sticker, (to be delivered in September) but none prior.

That's a conflicted statement. 08E would be August built, not September.

Look at page 200 of Jerry's 1969 book.  John Berry's old car, vin 671208 (mine is 671122).  There is a pic of the sticker, and a pic of his vin.  John's car got the sticker, and it is an 08A car.  My car, just 86 cars earlier, did not get the sticker.  I have no other pics, but have talked to at least two others with 08A cars who told me their cars got the vin sticker.   The two ribs on the door started showing up in June, I believe.  I have never heard of a car prior to 08A getting the sticker.

Don't know why, but about 20 years ago, I was really interested to find more info on when those started.   Seems trivial now.  I even tracked down John Berry back then, and discussed this with him.   I believe he was in Florida at the time.

Only issue with that is on page 200 of Jerrys book that is a reproduction sticker. When I have inquired about that car they said they replaced the original, but failed to take any pics before hand. I have also been told those early stickers did not adhere well, and came off very easily.
There MAY be a 08A car that came with the sticker, but (in my short experience) I have yet to see an original prior to 08E

Had no idea.  I do not believe my car had the sticker.   My brother got it in 75, and I traded him for it in 76.  There was no evidence of any gum adhesive residue.
