68 rs head light vacuum tank mounting?

is the inner fender on a 68 with RS grille the same as with out.the pic in the assembly manual kind of looks like it sets in a recess in the inner fender.the tank I have does not line up with holes that are in inner fender.

No, the 68 Rally Sport inner fender (skirt) is different than the 68 standard inner fender. The part numbers for the standard inner fenders are 3927425 (left) and 3927426 (right), and the part numbers for the RS inner fender are 3925493 (left) and 3925494 (right).

thanks for the pic .I was able to tweek the mounts a little and then it bolted on.

Ed, other than the holes in the front for the bell crank, is there any other cosmetic differences?

Other than the extra holes for the Z22 items, there's no difference that I know of (see pictures below showing the standard and RS inner fenders).

Top picture is the driver side and bottom picture is the passenger side.
