69 Copo with power steering issues

Fresh restoration that was started by the old owner. He put on 2 inch drop spindles, new pitman arm and power steering. The first pump leaked, so I used the tank for the big block and put it on the rebuilt pump that came with the car. I have bled the system with the wheels in the air, and still have no power steering, it makes a noise at full lock . The first pump acted the same except it made more noise. I have the pressure hose on the lower hole into the box, that is what it looks like in the assembly manual. Pump is 2.3 turns lock to lock and has box number 5691676.I will be taking it in for the initial front end alignment. Any ideas? Could this box be bad ? am  I missing something? Is it possible I have the hoses on backwards? I thought they used different size fittings?

The pressure hose goes in the inboard hole on the box. That would be next to the manifold, head or header. On some pumps you have to take them apart and open up the flow to get more pressure. I'll find the link with all the info and post it in a minute.
