Package Tray / Trunk Divider

I'm installing both items and need to know the following,

Does the trunk divider go on the passenger side?  If so, does the divider get installed 1st and then the package tray?  Does the jute backing go on the trunk side of the divider?

The divider goes on the passenger compartment side of the reinforcements, with the "hard" side facing the trunk; the divider goes in first, then the package tray.

Were the dividers manufactured by different companies during the model year?
The one in the survivor black Z that I have does not have any jute on it what so ever.
It looks like cheap fiberboard with one side black (facing the trunk) and the other side a light tan with horizontal lines running across it.
