Carpet question. 1969 with console & 4 speed

How does the carpet, shift boot, & retainer go. Does the boot go against the floor, carpet on top of the boot & retainer hold it all down when it has a console? Thank you, Joe

Under the console it's cut back fairly well and the retainer screws to the floor. holding the boot only.
