pillar drip rail support installation

what is the correct way to fit the pillar drip rail support?
The gutter rail is obviously welded to the car structure but the part on the A pillar is fixed with screws. How was this done on the production line? Was the pillar drip rail painted as a seperate item and if so, was seamsealer applied between the A pillar and the drip rail as it is fastened or was the drip rail already fitted before paint? Again, was there a sealant/adhesive between the two parts?
I see cars (including mine) where the pillar section of the drip rail is welded to the gutter rail. Is this correct?

Once i'd managed to remove the non original screws in non original positions from my pillar drip rails they were virtually fused to the A pillar by rust, hence the question. I've got some work to do to sort out the heavy pitting and rot.

I do not intend to fit moldings on the gutters.

It was installed and sealed prior to painting.
Post some photos if you need more info, most people have never removed the piece you are talking about.
