Speedomter speed minder. 1969

Only the speedometer is oer,,,,,,  the rest is factory and tested.

The speedometer and SPEEDMINDER come together from OER correct?...  No such kit available, parts sold seperately

I suspect THAT is your problem... I recommend you find an original assembly line speedminder speedometer.

James, maybe I've misunderstood your question, but the OER speed warning speedometer is a reproduction of the original AC factory item, you still need the separate buzzer cable and harness as per the AIM.

Do you actually believe that the contacts and the materials are of the same quality, NTM of the same exact design tolerances as the original? personally - I do not believe that I have found any type of reproduction small electrical item near as well built as the original part - contacts typically are no where close to as robust as original delco components, and many times the contact area of the surfaces is out of alignment and so small there is nothing to do but heat up. 
I suggested trying another OER repro speedminder speedometer assembly earlier just to ensure that the contacts are not the problem as I believe he said they are heating up, thus I theorize not enough current is reaching the "buzzer"

you can cause the contacts to burn together without enough current... that is what happens with the autowinding clocks in 60's GM cars... as the battery dies, and there is no longer enough current to wind the clock when the contacts come together they heat up and burn together -according to the instrument repair guys around the corner at D&M this happens at around 250mA.
 
FWIW a 9 volt battery  brand new is about 500mA unless it's lithium which is around 1200mA.
So there probably isn't enough current to cause the copper strip to glow.

Give D&M (Greenville SC) a call they rebuild all GM gauges including speedminder speedometers.

No, clearly I did misunderstand your question. I would never suggest any electrical item by OER exceeded the original in quality. I read "The speedometer and SPEEDMINDER come together from OER correct?"  to suggest the separate factory parts (speedometer and minder/buzzer) were combined within the OER unit, and now realise you meant sold as a package.
