As for the transmission, yes, it's a Turbo 350 assembled on July 3rd, 1976 at the Parma, Ohio plant. (The Turbo 350 didn't make its debut until the late 1968 model year, so it's from 1976).
The engine is a bit of a mystery though. The CE does indeed indicate a warranty replacement engine, and the 4 indicates it was assembled in 1974. (0118 would be January 18th as you speculated) The XCB is the question. I don't have any info on that particular code so it might be a truck, marine, industrial or agricultural application. However, that block casting number (395912) doesn't exist, so are you sure you have it right? Perhaps it's 3959512? That would be a 1960s' and 1970's warranty block.
As for the cowl tag, the only option is 2M which is either the Powerglide transmission or the Turbo 400 (big block only, so your car had the Powerglide). The VIN is a V8 VIN, so the car started life as an LF7 (327/210) or an L30 (327/275). What's the axle code? That might help narrow it down a bit.
