We see this at times in the Mopar world, the seller may know the own of the car and is holding the block ransom.
Even if I had the car that matches this block, I'd ask the seller how long he can hold his breath. Because even though he has my block, I'm a market of one. So I see it as a Mexican standoff. (if I can use that term these days?)
