Standard on Z28, available on power steering (N40) cars as an additional option. If I interpret the above referenced information correctly, if you have power steering (N40) and these short length outer arms, in combination with the correct length pitman arm, then you also have the N44 fast ratio option as well. Also, according to the above references, N40/N44 combination is easily verifiable by checking the steering wheel lock to lock. N40/N44 combination resulted in 2.2 turns lock to lock at the steering wheel.
For example, my '69 RS has, to the best of my knowledge, the N44 fast ratio option in additidon to power steeromg (N40). I base this conclusion from the information found in the above referenced links and physically verifying part numbers, measurements, etc on my car. Indeed, on my RS, 2.2 turns lock to lock at the steering wheel.
