I would go with the known MO block, assuming the original car it belongs to is MIA. A CE block could have been a variety of engines. It would be a very good option also, but not as good as a real MO in a real Z.

Personally, I don't think they can be taken seriously. It seems that every post I have seen about these sites in previous years, say the car in question is a 396. There were two posted here just today.

You are correct that the build is late, and would not represent that P was a 396. It is a really nice looking car though and should be a lot of fun to show and have fun with. As for vin reporting services, don't rely on the results.
