Can someone check this cowl tag and POP for me?

Trim tag is good. I believe the p-o-p is a replacement as it is stamped aluminum and not done in dymol tape. My 70 Z28 has a CE block a and the p-o-p is ink stamped REPLACEMENT.

If you notice, the pop doesn't have information on it like the engine number

Not strange at all - you just don't see very many of them. That's a second-owner POP, issued to the new owner when the car changed hands and the original warranty was still in effect.
